JOB SUMMARY:
The overall responsibility for overseeing the commercial activities of RAHCO a major aspect of which is monitoring the Concession Agreement on an ongoing basis to ensure that it achieves its objectives, increasing revenue with time .
PRINCIPAL FUNCTIONS
• Monitor the Concession Agreement on an ongoing basis to ensure the Concession
Agreement achieves its objectives, increasing revenue with time
• Develop contingency plan in the event that the Concession Agreement fails
• Identify other commercial opportunities as they arise, assessing their feasibility and
economic viability
• Develop strategic partnerships with other stakeholders to develop the railway sector,
in so doing, promote the Concession Operator's business
KEY QUALIFICATIONS AND EXPERIENCE
• Professional qualifications to Degree level or equivalent in Business, Commerce or Economics
• Master's Degree is an added advantage
• Minimum of ten (10) years experience in planning and operating the commercial aspects of Transport Business especially in Railway Industry
• Ability to successfully negotiate with the Concession Operator to resolve disputes as they arise
• Demonstrated business acumen
• Experience with, or exposure to, the design and management of franchise or concession contracts
• Detailed knowledge and understanding of continuous improvement and best practice within the rail sector
• Experience with, or exposure.to, a broad subset of railway customer base

He/she should be a mature person and have basic knowledge of vehicle mechanics. B. East Africa Dairy Development (EAPD II)
POSITION; SENIOR DAIRY PRODUCTION ADVISOR (1); DUTY STATION: - NJOMBE
The ideal candidate should have a minimum of Bachelor in the fields Animal and Veterinary sciences. Holders of Masters in Animal, Veterinary and Agricultural sciences: arid Rural Development will be highly considered. He/she should have experience with the Non-Governmental Organization (NGO) projects I programs and Understanding of the Dairy Value Chain will be an added advantage.
Under the supervision of Senior Dairy Production Specialists, the Senior Dairy Production Advisor will facilitate and coordinate the planning and implementation of all project activities including mobilizing dairy farmers into groups to build the technical and organizational capacity of dairy farmers and Dairy Farmers' Business Association or Cooperatives on improved dairy husbandry, breeding (with emphasis on Artificial Insemination), feeds and feeding systems in order to increase milk production and productivity. In collaboration with the cluster team [composed of Business, Feeds, Breeding and Production Advisors), the Senior Dairy Production Advisor will facilitate linkages of Dairy Farmers'
Business Association or Cooperatives with Service Providers and other key actors in the Private and Public Sectors. Senior Dairy Production Advisor will assume the leadership roles in the Cluster (i.e. Cluster Team Leader). As a Cluster Team Leader, the Senior Dairy Production Advisor will be responsible for compilation and packaging project implementation and other reports on production components and cluster, prior to submission Senior Dairy Production Specialist-cum- Operations Manager.
To achieve the duties effectively and, the Senior Dairy Production Advisor will collaborate with both private and public sectors development partners . along the Dairy Value Chain in their area of operations (cluster).
Selection criteria for this position will include but not limited to;
Technical competencies and knowledge:
• Requisite academic and professional qualifications
• Knowledge and experience in dairy value chain, agriculture, economic development animal husbandry and community development
• Proficiency in basic statistics and data analysis
• Computer literacy: knowledge of Microsoft Office, spreadsheets, database and electronic mail software
• Report writing skills, including proposals
• Ability to develop and present training materials
• Ability to produce accurate documents in a well-designed and attractive format.
• Strong English language skills - oral and written
Leadership, Coordination and Management Skills:

"Kwa kawaida upangaji wa walimu ajira mpya hufanywa na OWM
TAMISEMI baada ya kupokea arodha ya walimu kutoka katika vyuo na
vyuo vikuu kupitia Wizara ya Elimu na Mafunzo ya Ufundi baada ya
kuhitimu na kufuzu kozi zao. Hata hivyo upangaji huo unatakiwa
kuzingatia dhamira ya serikali ya kuleta usawa kwa kupanga walimu
kwenye halmashauri mbalimbali kulingana na mahitaji.
Ili kuhakikisha kuwa kuna usawa, serika;li kupitia OWM TAMISEMI na
Wizara ya Elimu na Mafunzo ya Ufundi ilifanya ufuatiliaji wa kina hadi
ngazi ya shule kubaini kwa uhakika zaidi mahitaji halisi ya walimu kwa
kila halmashauri na kila shule. Ufuatiliaji huo umebaini kuwepo kwa
halmashauri na shule hasa za mjini zenye walimu wa ziada na zingine hasa
za vijijini ambazo zina upungufu mkubwa wa walimu.
Napenda kuwaarifu kuwa taarifa hizo zimetusaidia kuwapanga walimu
wapya kwa usawa na haki ili kuondoa uwiano usio ridhisha kwenye
maeneo mengi ya vijijini. Hivi sasa tunakamilisha taratibu mahususi za
kupata kibali kwa ajili ya ajira za walimu na upatikana wa fedha za
kuwalipa stahili zao zinakamilishwa ili kuwezesha walimu wapya kuanza
ajira rasmi ifikapo tarehe 1 Mei, 2015.
Napenda kuweka bayana kuwa Maeneo mengi ya mijini kwa maana ya
Majiji, Manispaa na Miji hayajapangiwa walimu na baadhi yamepangiwa
walimu wachache kulingana na mahitaji. Kama nilivyoeleza hapo awali
kipaumbele kimetolewa katika maeneo ya vijijini na halmashauri ambazo
zina upungufu mkubwa wa walimu. Nawashauri na kuwasihi walimu
wapya waende kuripoti kama halmashauri na shule watakazopangiwa na
si vinginevyo. Ni imani yangu walimu wapya wote watakuwa tayari
kufanya kazi maeneo yenye mahitaji.

Tanzania's president Jakaya Kikwete says: I can't wait to step down
The East African country's outgoing president says that two terms are more than enough for him, despite the tendency of some of his neighbours to stay on longer
Tanzania’s
outgoing president Jakaya Kikwete has told how he is looking forward to
stepping down in October this year, describing the job of leading his
country as “stressful and thankless”.
Two terms in high office were more than enough for him, Mr Kikwete
added during a speech at the Woodrow Wilson International Centre for
Scholars in Washington DC.
“After 10 years, you need to move on. It’s been 10 years since I came to this high profile office,” he said.
“I was very young, just 55. But what I can tell you about this job is
that it is stressful and thankless.” His comments might furrow some
brows among his neighbours, who have been accused of overstaying their
welcome in office.
To the north, Yoweri Museveni has been in office in Uganda
since 1986 when he helped to topple dictators Idi Amin and Milton
Obote, and is now serving his fourth term amid accusations of electoral
fraud and opposition intimidation.
To the west, there were deadly clashes in January after it was suggested that Joseph Kabila, president of the Democratic Republic of Congo, might try to change the constitution to enable him to run for a third term. Both Malawi and Zambia are beacons in the region for power having changed hands peacefully several times in recent years, but further south in Zimbabwe, Robert Mugabe, the president, has clung on to high office, allegedly using voter intimidation, violence and poll manipulation, since 1980.
Further west, Angola’s Eduardo dos Santos has been in power since 1979.
None the less, Nigeria’s Goodluck Jonathan set a strong example for the region last week when he conceded defeat to his presidential rival Muhammadu Buhari in crunch elections.
Asked at the Washington event why he believed African leaders had a tendency to cling to power, Mr Kikwete took a diplomatic approach. “I should not speak on their behalf,” he said.
“You need to invite them and get their opinions.”
